October 14, 2008 - The filing period opened Tuesday morning for city offices up for grabs in the 2009 primary and general elections with several candidates filing just after 8 a.m. at City Hall. The two-year terms of mayor, councilman at large, and all four council seats expire in April as do those for city auditor, treasurer, clerk, attorney and constable.

As of press time today, four incumbent Democrats had filed for re-election along with one Republican and no races were contested. Those filing for the April 2009 election were:

  • Rozanne “Roze” Frampton, city clerk
  • Sherry Parks, city treasurer
  • Theresa Gatson Kelly, city auditor
  • Richard Knouse, city constable
  • Adam L. Warren, city attorney.

Frampton, 42, of 2001 Meadowlane Drive (1st ward) filed as a Democrat at 8:02 a.m. She is completing her fifth two-year term.

Parks, 44, of 310 West Harvest Drive (2nd Ward), also filed as a Democrat at 8:02 a.m. She is completing her fourth term.

Kelly, 53, of 203 Calhoun Street (2nd Ward), filed as a Democrat at 8:02 a.m. as well. She is completing her seventh term in that office.

Knouse, 54, of 1208 Locust Street (2nd Ward), filed as a Democrat at 8:03 a.m. He is completing his fourth term.

Warren, 28, of 608 Sunset Street (4th Ward), filed as a Republican at 9:40 a.m. He is currently contracted as the city attorney, filling the vacancy left by Scott Washburn, who resigned from that office several months after he was elected in 2007.

The primary election will be Feb. 3, 2009 and the general election is April 7, 2009. The filing period closes on Nov. 18, at 5 p.m., according to Frampton.
